Toddler Found Wandering in Osceola County Road; Parents Arrested on Child Neglect Charges

OSCEOLA COUNTY, Fla. — Two parents were arrested after a 2-year-old toddler was found wandering in the middle of a roadway late Saturday night, according to the Osceola County Sheriff’s Office.
Deputies responded around 11:39 p.m. on September 26, 2026, to the area of Jones Road and Talisi Loop after receiving a report of a toddler walking in the road.

According to OCSO, a woman driving through the area noticed the child, who was wearing only a diaper and tank top, walking in the middle of Jones Road. She stopped her vehicle, brought the toddler to safety and called 911.
The child was unharmed but scared and crying, deputies said.
Deputies then canvassed the neighborhood and went door to door attempting to determine where the toddler lived. During the search, they located an open front door at a residence on the 600 block of Talisi Loop.
OCSO said no one was inside the home. Deputies attempted to contact the residents associated with the address.
The toddler’s father, 36-year-old Johnny JeanBaptiste, was eventually reached by cellphone. According to the sheriff’s office, he hung up on the deputy during the call.
At approximately 12:36 a.m., JeanBaptiste and the toddler’s mother, 32-year-old Stacia McMillian, returned to the residence in a Toyota Corolla.
OCSO said both parents were uncooperative with deputies at the scene and were subsequently arrested.
JeanBaptiste and McMillian were both booked into the Osceola County Jail and each charged with one count of child neglect without great bodily harm, under Florida Statute 827.03(2)(d).
The Florida Department of Children and Families was notified, and a family member took custody of the toddler.
The charges are allegations, and both defendants are presumed innocent unless and until proven guilty in court.
