Deputies Say Man Threw Injured Dog Into Dumpster Behind Poinciana Business, Left It to Die

POINCIANA, Fla. — A 79-year-old man has been arrested and charged with felony animal cruelty after deputies say he threw an injured dog into a dumpster behind a business in Poinciana and left it to die.
According to the Osceola County Sheriff’s Office, deputies responded on March 7, 2026, to reports of a dog in distress behind a business located at 1076 Cypress Parkway.
Investigators say an employee at a nearby business was taking out trash when he heard an animal crying from inside a dumpster. When he looked inside, he discovered a small dog trapped in a box and immediately called 911.
When deputies arrived, they located the dog — later identified as Max, a 10-year-old Jack Russell Terrier mix — suffering from severe injuries and whimpering in pain.

Max was rushed to a veterinarian for emergency treatment, but officials say the dog had suffered a severe skull fracture and had to be humanely euthanized due to the extent of the injuries.
During the investigation, deputies obtained surveillance video from the area that allegedly shows a man arriving in a pickup truck, removing the dog from the bed of the truck, placing it inside a box, and throwing it into the dumpster before leaving.
After following several leads, investigators identified the suspect and located photos of the dog on social media, which helped confirm ownership.
On March 8, 2026, deputies contacted the dog’s owner, Victor Manuel Carrion-Flores, and interviewed him at the Osceola County Sheriff’s Office.
According to investigators, Carrion-Flores told deputies that the dog had a tendency to escape from his home and that he had located the dog injured earlier that day. However, he could not tell deputies where the dog was found and allegedly stated he was “too busy to deal with the dog being injured” and believed the dog would eventually die from its injuries.
While Carrion-Flores denied causing the dog’s injuries, deputies determined he failed to seek medical care for the animal despite it being obviously injured and in distress.
Carrion-Flores was arrested and charged with Aggravated Animal Cruelty causing excessive pain or death, a third-degree felony under Florida law.
He was booked into the Osceola County Jail.
