Troopers Arrest Police Impersonator in West Valley, Seek Additional Witnesses or Victims

WEST VALLEY, Ariz. — A tip from a vigilant citizen led to the arrest of a suspected police impersonator accused of pulling over a driver while posing as a federal agent.

According to the Arizona Department of Public Safety (AZDPS), the investigation began on April 10, 2025, when a caller reported seeing a black Ford F-150 pickup truck pull over another vehicle on State Route 303 near Lake Pleasant Parkway in Peoria. The tipster provided video showing the truck with red and blue flashing lights in its front windshield during the stop.

Troopers identified and interviewed the driver who had been pulled over. That driver told investigators the suspect identified himself as an FBI agent during the encounter.

Following a months-long investigation, AZDPS troopers arrested 53-year-old Roderick A. Gaines at his Surprise home on August 5, 2025. He was booked into the Maricopa County Jail on charges of impersonating a peace officer and unlawful imprisonment.

Investigators recovered a jacket and hat emblazoned with “FBI” from one of Gaines’ vehicles. The F-150 truck seen in the April incident was seized as evidence, along with a firearm found in his home. Functioning red and blue lights were still installed in the truck, and additional police-style equipment — including handcuffs — was also confiscated.

AZDPS is asking anyone who may have had contact with Gaines, or who has further information about the case, to call 877-4AZ-TIPS or submit a tip online at azdps.gov/tips.
