New Scottsdale E-Bike Safety Rules Start July 31: What Parents and Riders Need to Know

Scottsdale, AZ (July 24, 2025) – New rules are rolling into Scottsdale at the end of the month, and they’re aimed at making e-bike riding safer—especially for kids and teens.

Starting July 31, the City of Scottsdale is officially putting new ordinances into effect that limit who can ride high-speed e-bikes and how they’re sold. The changes come after growing concerns over safety and a sharp rise in e-bike use among youth.

The Scottsdale City Council approved the new laws on July 1. Now, city officials are getting ready to focus on education, enforcement, and community outreach to help everyone understand the new rules.

🛑 No high-speed e-bikes for kids under 16

  • If you’re under 16, you won’t be allowed to ride Class 3 e-bikes (those that go 21+ MPH) or electric motorcycles on city property.
  • Electric motorcycles also must be properly titled and registered with the state to be legal on city roads.
  • Breaking this rule? It’s a civil traffic offense and comes with a $100 minimum fine.

🛍️ New rules for e-bike shops

  • Stores that sell Class 3 e-bikes or electric motorcycles must:
    • Post signs letting buyers know that kids under 16 can’t legally use them.
    • Hand out Scottsdale-produced educational materials when someone buys one, so parents and guardians know what’s legal.

    • Not following these requirements is a petty offense, with a $100 minimum fine.

🏷️ Stickers are now mandatory

  • All Class 3 e-bikes sold in Scottsdale must come with a permanent sticker in a visible spot.
  • Removing the sticker? Also a petty offense, with—you guessed it—a $100 fine.

💬 Why it matters

“These aren’t just rules for the sake of rules,” said one city official involved in the ordinance rollout. “This is about keeping young riders safe and helping families understand what’s appropriate and legal when it comes to e-bikes.”

The Scottsdale Police Department will also be working with local schools to share this information with students and parents, ensuring everyone’s on the same page.
