FDLE Arrests Four Bail Bondsmen in Armed Kidnapping and Fraud Scheme

Tallahassee, FL – September 18, 2025 – The Florida Department of Law Enforcement (FDLE), working alongside the Florida Department of Financial Services (DFS), has arrested four bail bondsmen accused of operating outside their legal authority.

Alexander Rispa, Luis Hernandez Salas, Eduardo Caceres, and Juan Carlos Soto face a long list of charges, including armed kidnapping, battery, communication fraud, unlawful use of communication devices, violation of licensure requirements, and conspiracy.

Investigators say the group acted beyond their appointed duties by forcibly removing victims from their homes while armed.

FDLE Commissioner Mark Glass said in a statement:

“When working within the parameters of the Florida Statutes, bail bondsmen can be a resource for the public in the law enforcement and judicial process. These individuals disregarded the regulations for bail bonds and acted outside of their appointed duties by forcibly removing the victims from their homes while armed.”

Officials credit the arrests to a joint investigation between FDLE agents and DFS investigators, calling it a key step in holding the suspects accountable.
