KISSIMMEE, FL  The Osceola County Sheriff’s Office (OCSO) has arrested a 19-year-old Kissimmee man accused of organizing and promoting a series of illegal house parties that served as the backdrops for two separate teenage homicides earlier this year.

Osceola County authorities have arrested Jeremiah Richmond, 19, for organizing illegal "open house" parties linked to two recent homicides.

  • The Charges: Richmond faces counts of contributing to the delinquency of a minor and tampering with evidence. He is held on zero bond.
  • The Victims: Parties promoted by Richmond led to the shooting deaths of Qvarious McCloud (March 14) and Daesean Anthony Moctezuma (April 18).
  • Police Statement: Detectives claim Richmond continued to host events even after the murders, showing total disregard for public safety.

Jeremiah Kelly-Alexander Richmond, born December 30, 2006, was taken into custody yesterday by the OCSO Fugitive Unit and U.S. Marshals. Richmond was apprehended on an outstanding warrant issued by homicide detectives in connection to his role in managing the events where the violence occurred.

Richmond currently faces charges of:

  • Contributing to the delinquency of a minor
  • Tampering with evidence

He is being held at the Osceola County Jail with zero bond.


A Deadly Pattern

Homicide detectives have been investigating a string of violent incidents at "open house" parties across the county. According to investigators, Richmond was the primary promoter for two specific events that ended in tragedy:

  1. March 14, 2026: 17-year-old Qvarious McCloud of Orlando was shot and killed at an illegal party held in the Veranda Palms Subdivision.
  1. April 18, 2026: Daesean Anthony Moctezuma was shot and killed at another illegal gathering off Sommerset Hills Drive in Davenport.

Sheriff’s Office officials expressed outrage at Richmond’s continued activities following the deaths. Detectives stated that despite the two murders, Richmond continued to promote these illegal events as "business as usual," showing a blatant disregard for the safety of the minors and adults in attendance.


The OCSO has released body-cam footage from the scenes and photos of the suspect to iSkyNews.com as part of their effort to highlight the danger these unpermitted parties pose to the community.

While Richmond has been charged for his role in organizing the events, both murder cases remain active and under investigation.
