Tempe Police Arrest Man in Connection to “Penis Man” Graffiti
TEMPE, Ariz. — A Phoenix man is behind bars after police say he spray-painted the words “Penis Man” on multiple buildings across Tempe.
According to the Tempe Police Department, 36-year-old Tanner Ballengee was arrested Thursday afternoon by the department’s Property Crimes Unit with assistance from the Tactical Response Unit. Investigators say Ballengee is responsible for graffiti incidents that occurred in July and August 2025 near Rural Road and Apache Boulevard.
Ballengee faces two counts of criminal damage (ARS 13-1602A1) after detectives connected him to at least two tagging cases. Police said many of the reported graffiti incidents in recent months were not caught on surveillance cameras, but through a detailed investigation, detectives were able to confirm Ballengee’s involvement. He later admitted to spray-painting the phrase.
“The Tempe Police Department is committed to protecting our community and holding vandals accountable,” the department said in a statement.
Detectives are continuing to investigate whether Ballengee may be linked to other unsolved graffiti cases in the city. Authorities say additional charges are expected.
Tempe Police emphasized that graffiti is not a harmless crime, noting that it creates financial burdens for property owners, damages local businesses, and impacts the overall quality of life in neighborhoods.
